In case my vehicle is sold and an accident occurs while the policy is in the process of being transferred, would the new owner be eligible to file a claim?

Yes, the new owner is eligible to file a claim. The only condition is that the request for transferring the car insurance policy should be received by the insurance company before the accident has occurred.
